The following is an overview of activities since the beginning of August 2017.

Advocacy

2017 Legislative Review of the Copyright Act

The CFLA-FCAB Copyright Committee continues its work in preparation for the review process. It is not clear yet what that process will be as the Government is focusing on finalizing the Copyright Board Review before undertaking the Act review.

Fair Dealing

The CFLA-FCAB Committee has drafted a position statement on fair dealing which will be shared with the membership once finalized. CARL released an infographic entitled Fair Dealing: Myths and Facts. CFLA-FCAB Copyright Committee

The CFLA Copyright Committee is Chaired by Victoria Owen, Chief Librarian, University of Toronto Scarborough Library. Victoria is also a member of the CARL Policy Committee. The has met twice since the beginning of August to discuss matters relating to the Copyright Board Review consultations and the Copyright Act review.

Position Statement Protecting Copyright Exceptions From Contract Override

The CFLA Copyright Committee has also drafted a position statement pointed at legislation to prevent contracts from overriding the provisions provided for in the Copyright Act. This will be shared with members once finalized.

Consultation on the Copyright Board Review

CFLA-FCAB is preparing a response on this review. The deadline is September 29, 2017. The document will be shared with CFLA members at that time.

Marrakesh Treaty Implementation

Victoria Owen is undertaking a study, supported by multiple partners, which is aimed to develop a generic Librarian’s Guide to Implementation of the Treaty.

Pre-Budget Consultations

CFLA-FCAB submitted a Brief to the House of Commons Standing Committee on Finance for the 2018 Budget consultation process. The Brief focused on four main areas; invest in library services and infrastructure; funding to support the Library Materials Service; digitization of archival materials, and; library services targeted at Indigenous peoples. Canada Post Library Rate

Bill C-321 An Act to amend the Canada Post Corporation Act (library materials) received royal assent in June 2013. The Act mandates that a ministerial review must be undertaken five years following and every ten years thereafter. This means the Act is scheduled for review in 2018. CFLA-FCAB submitted a letter to the Honourable Carla Qualtrough P.C., M.P., Minister of Public Services and Procurement Canada indicating CFLA-FCAB’s interest in participating in the review.

Support for Canada’s National Heritage Digitization Strategy

In addition to CFLA-FCAB’s request for support to the NHDS in our Pre-Budget Brief, a letter was sent to The Honourable Mélanie Joly, P.C., M.P., Minister of Canadian Heritage signaling our support for the program and asking for financial support for the program to be included in the department’s financial ask to the Standing Committee on Finance as part of the budget process.

Indigenous Matters

Indigenous Matters Committee

The Chair of the Indigenous Matters Committee is Camille Callison, Indigenous Services Librarian and Liaison Librarian for Anthropology, Native Studies & Social Work, University of Manitoba Library. The Committee was struck to carry out the list of recommendations presented, and accepted by the CFLA-FCAB Board, in its final report issued in 2017. A call for participation was issued in the summer and the committee held its first meeting on September 21st.

Indigenous Canada MOOC

The Indigenous Matters Committee of CFLA-FCAB, in collaboration with the University of Alberta, Edmonton Public Library, Northern Lights Library System, and Toronto Public Library, is providing Canadian libraries with online tools and resources to help support the delivery of this MOOC to the Canadian public through library programming and promotion. Cataloguing and Metadata Standards

Cataloguing and Metadata Standards Committee

The Cataloguing and Metadata Standards Committee was established in September 2017 and its role will be to advise the Board when CFLA-FCAB needs to develop and promote its library communities’ positions on cataloguing and metadata standards and issues. The Committee will oversee the development of appropriate position statements and supporting documentation and strategies and will select members to represent CFLA-FCAB on the Canadian Committee on Cataloguing (CCC) and the Canadian Committee on Metadata Exchange (CCM) when vacancies arise. The committee held its first meeting on September 1, 2017 to discuss its mandate as well as to discuss recommendations for representation on the Canadian Cataloguing Committee. Two candidates were selected and are being presented to the CFLA-FCAB Board for approval.

Administration & Outreach

Staffing

Katherine McColgan began as Executive Director on August 8, 2017. She works four days a week with CFLA-FCAB and continues one day a week in her role at CARL.

Meetings

Katherine McColgan traveled to Toronto in August to meet with members of The Partnership. It was an excellent opportunity to meet with CFLA-FCAB stakeholders face to face early in her position. It was also and opportunity to meet with Shelagh Paterson, Paul Takala and Alix-Rae Stefanko to discuss administration and financial matters of the organization.

Plaidoyer

2017 Examen législatif de la Loi sur le droit d’auteur

Le comité du droit d’auteur de la FCAB-CFLA poursuit ses travaux en vue du processus d’examen. On ne sait pas encore quel sera ce processus, car le gouvernement se concentre à compléter l’examen de la Commission du droit d’auteur avant d’entreprendre l’examen de la Loi.

L’Utilisation équitable

Le comité FCAB-CFLA a rédigé un énoncé de position sur l’utilisation équitable qui sera partagéavec les membres une fois finalisé. L’ABRC a publié une infographique intitulée Utilisation équitable : mythes et réalités. Comité du droit d’auteur de la FCAB-CFLA

Le comité du droit d’auteur de la FCAB-CFLA est présidé par Victoria Owen, ChiefLibrarian, University of Toronto Scarborough library. Victoria est également membre du Comité des politiques de l’ABRC. Le comité s’est réuni deux fois depuis le début du mois d’août pour discuter des questions relatives aux consultations de la Commission du droit d’auteur et à la révision de la Loi sur le droit d’auteur.

Énoncé de position pour protéger les exceptions au droit d’auteur en cas des dispositions dérogatoires aux contrats

Le Comité du droit d’auteur de la FCAB-CFLA a également rédigé un énoncé de position sur la législation afin d’éviter que les contrats ne prévalent sur les dispositions prévues dans la Loi sur le droit d’auteur. Ceci sera partagé avec les membres une fois finalisé.

Consultation sur la révision de la Commission du droit d’auteur

La FCAB-CFLA prépare une réponse à cet examen. La date limite est le 29 septembre 2017. Le document sera partagé avec les membres de la FCAB-CFLA à ce moment-là.

Mise en œuvre du Traité de Marrakech

Victoria Owen entreprend une étude, soutenue par de multiples partenaires, dont l’objectif est de développer un guide de mise en œuvre pour les bibliothécaires du Traité.

Consultation prébudgétaire

La FCAB-CFLA a soumis un mémoire au Comité permanent des finances de la Chambre des communes pour le processus de consultation sur le budget de 2018. Le dossier était axé sur quatre domaines principaux; fonds d’investissement ciblé servant à améliorer les bibliothèques; financer le service documents de bibliothèque; la numérisation des documents d’archives; soutien aux services de bibliothèque destinés aux peuples autochtones. Tarif des bibliothèques de Postes Canada

Projet de loi C-321, Loi modifiant la Loi sur la Société canadienne des postes (documents de bibliothèque) a reçu la sanction royale en juin 2013. La Loi exige qu’un examen ministériel soit entrepris cinq ans après et tous les dix ans par la suite. Cela signifie que la loi devrait être révisée en 2018. La FCAB-CFLA a remis une lettre à l’honorable madame Carla Qualtrough, CP, M-P, ministre des Services publics et Approvisionnement Canada, indiquant l’intérêt de la FCAB-CFLA à participer à l’examen.

Appui à la stratégie de numérisation du patrimoine national du Canada

Comité des questions autochtones

Le président du Comité des questions autochtones est Camille Callison, Indigenous Services Librarian and Liaison Librarian for Anthropology, Native Studies & Social Work, University of Manitoba Library. Le comité a été mis sur pied pour élaborer les recommandations dans son rapport final présenté et accepté par le conseil d’administration de la FCAB-CFLA en 2017. Un appel à participation a été lancé en été 2017 et le comité a tenu sa première réunion le 21 septembre.

Indigenous Canada MOOC

Le Comité des affaires autochtones de la FCAB-CFLA en collaboration avec l’University of Alberta, la bibliothèque publique d’Edmonton, le Northern Lights Library System et la bibliothèque publique de Toronto fournit aux bibliothèques canadiennes des outils et des ressources en ligne pour aider à la prestation de ce MOOC au public canadien. Normes relatives au catalogage et aux métadonnées

Comité des normes de catalogage et de métadonnées

Le comité relatives au catalogage et aux métadonnées a été créé en septembre 2017 et son rôle sera de conseiller le conseil d’administration lorsque le CFLA-CFLA doit élaborer et promouvoir les positions de ses bibliothèques sur les normes et les questions de catalogage et de métadonnées. Le comité sera responsable pour les énoncés de position et de documentation et de stratégies appropriées et fera des recommandations au conseil d’administration des candidats pour représenter le FCAB-CFLA au Comité canadien de catalogage (CCC) et au Comité canadien des échanges de métadonnées (CCM) lorsque des postes deviendront vacants. Le comité a tenu sa première réunion le 1er septembre 2017 pour discuter de son mandat et discuter des recommandations pour la représentation au sein du Comité canadien de catalogage. Deux candidats ont été sélectionnés et seront présentés au conseil d’administration de la FCAB-CFLA pour approbation.

Personnel

Katherine McColgan a commencé en tant que directrice générale le 8 août 2017. Elle travaille quatre jours par semaine avec la FCAB-CFLA et continue un jour par semaine dans son rôle à l’ABRC.

Réunions

Katherine McColgan s’est rendue à Toronto en août pour rencontrer les membres du The Partnership. C’était une excellente occasion de rencontrer les parties-prenantes de la FCAB-CFLA face à face au début de son mandat. C’était aussi l’occasion de rencontrer Shelagh Paterson (trésorière), Paul Takala (vice-président) et Alix-Rae Stefanko (secrétaire) pour discuter des questions administratives et financières de l’organisme.
