Highlights from Supplementary Mandate Letters for Ministers

Earlier today, Prime Minister Justin Trudeau released supplementary mandate letters for Cabinet ministers.

Supplementary mandate letters issued by the Prime Minister in January 2021 add to commitments in the mandate letters released in 2019. They outline further responsibilities and prioritize key areas of focus for the government to fight COVID-19 and ensure a strong economic recovery in Canada.

Each letter included wording about openness,

Now more than ever, Canadians are relying on journalists and journalism for accurate and timely news, especially in the face of a concerning spread of misinformation. I expect you to foster a professional and respectful relationship with journalists to ensure that Canadians have the information they need to keep themselves and their families safe.

A number of letters include priorities of interest to the Canadian library and information management community:

Deputy Prime Minister and Minister of Finance (Chrystia Freeland)

  • Continue to evaluate sector-specific pressures due to the COVID-19 pandemic and, where appropriate, work with the Minister of Innovation, Science and Industry to tailor support for those sectors hit hardest, such as travel and tourism, hospitality and cultural industries like the performing arts. You will be supported in this work by the Minister of Transport, the Minister of Economic Development and Official Languages and the Minister of Canadian Heritage. The ongoing work of the Economic Strategy Tables will also inform this work.
  • Continue work with the Organisation for Economic Co-operation and Development (OECD), with the support of the Minister of Canadian Heritage, to ensure that multinational technology giants pay appropriate corporate tax on the revenue that they generate within Canada. If no consensus can be reached among OECD members, you will ensure that a made-in-Canada approach is applied no later than 2022. You will also work to ensure that international digital corporations whose products are consumed in Canada collect and remit the same level of sales tax as Canadian digital corporations.

Leader of the Government in the House of Commons (Pablo Rodriguez)

  • Continue to lead the important work with the House of Commons to introduce new technology and other institutional changes to better connect Members of Parliament with their constituents.

Minister for Women and Gender Equality and Rural Economic Development (Maryam Monsef)

  • With the support of the Minister of Middle Class Prosperity and Associate Minister of Finance and the Minister of Employment, Workforce Development and Disability Inclusion, work with the Minister of Diversity and Inclusion and Youth on a process of evaluating Gender-based Analysis Plus (GBA+) with the goal of enhancing the framing and parameters of this analytical tool, and with particular attention to the intersectional analysis of race, indigeneity, disability and sexual identity, among other characteristics.
  • Work with the President of the Treasury Board to support me and the Clerk of the Privy Council to develop and implement an action plan to increase the representation of women, Black and racialized Canadians, persons with disabilities, Indigenous Peoples and LGBTQ2 Canadians in hiring, appointments and leadership development within the Public Service.
  • Support the Minister of Innovation, Science and Industry to further progress on increasing gender equality, diversity and inclusion in Canadian companies.
  • With the support of the Minister of Innovation, Science and Industry and the Minister of Infrastructure and Communities, continue to implement the Universal Broadband Fund to ensure that all Canadians, no matter where they live, have access to high-speed internet.
  • Support the Minister of Families, Children and Social Development to make a significant, long-term, sustained investment to create a Canada-wide early learning and child care system.
  • Support the Minister of Families, Children and Social Development to continue to work with the provinces and territories to invest in the creation of additional before- and after-school spaces for kids under 10.
  • Work with the Minister of Families, Children and Social Development to accelerate investments in shelters and transition housing, in order to support the rights of women and children to build lives free of violence.
  • Support the Minister of Public Safety and Emergency Preparedness, the Minister of Justice and Attorney General of Canada and the Minister of Canadian Heritage to take action on combatting hate groups and online hate and harassment, ideologically motivated violent extremism and terrorist organizations.

Minister of Canadian Heritage (Steven Guilbeault)

  • Support the Deputy Prime Minister and Minister of Finance and the Minister of Innovation, Science and Industry to introduce sector-specific measures for industries that have been hit hardest by the impacts of the COVID-19 pandemic, including the art, cultural, heritage and sport sectors.
  • Support the Deputy Prime Minister and Minister of Finance to create over one million jobs, restoring employment to levels prior to the pandemic using a range of tools, including direct investments in the social sector and infrastructure, immediate training to quickly up-skill workers and incentives for employers to hire and retain workers, with a focus on the art, cultural, heritage and sport sectors.
  • Work with the Minister of Public Safety and Emergency Preparedness and the Minister of Justice and Attorney General of Canada to take action on combatting hate groups and online hate and harassment, ideologically motivated violent extremism and terrorist organizations. You will be supported in this work by the Minister of Diversity and Inclusion and Youth, the Minister for Women and Gender Equality and Rural Economic Development and the Minister of Innovation, Science and Industry.
  • With the support of the Minister of Diversity and Inclusion and Youth, take new steps to support the artistic and economic contributions of Black Canadian culture and heritage.
  • With the support of the Minister of Innovation, Science and Industry, work to ensure that the revenues of web giants are shared more fairly with our creators and media, and require them to contribute to the creation, production and distribution of our stories on screen, in lyrics, in music and in writing.

Minister of Crown-Indigenous Relations (Carolyn Bennett)

  • Accelerate work with all ministers to implement the National Action Plan in response to the National Inquiry into Missing and Murdered Indigenous Women and Girls’ Calls for Justice.
  • Lead and coordinate the work required of all ministers to accelerate implementation of the Truth and Reconciliation Commission’s Calls to Action.
  • Support the Minister of Justice and Attorney General of Canada to ensure passage of the co-developed legislation to implement the United Nations Declaration on the Rights of Indigenous Peoples.
  • Work with the Minister of Infrastructure and Communities, the Minister of Families, Children and Social Development, the Minister of Northern Affairs and the Minister of Indigenous Services to continue to close the infrastructure gap in Indigenous communities, particularly with respect to affordable housing, working on a distinctions-basis with First Nations, Inuit and the Métis Nation to accelerate the Government’s 10-year commitment.
  • Work with the Minister of Indigenous Services to support additional capacity-building for First Nations, Inuit and the Métis Nation.

Minister of Digital Government (Joyce Murray)

  • With the Minister of Health and the Minister of Innovation, Science and Industry, support the work of the COVID-19 Exposure Notification App Advisory Council and promote the adoption of the COVID Alert app by provinces and territories to give all Canadians an extra tool to keep themselves and others safe.
  • In consultation with public sector unions, work with the President of the Treasury Board and the Minister of Public Services and Procurement to explore enhanced flexibility in working arrangements for federal public servants.
  • As part of our transition to a more digital government to improve citizen service and better support Canadians when they need help, lead the implementation of generational investments to update and replace outdated IT systems and modernize the way government delivers benefits and services to Canadians. You will be supported in this work by the President of the Treasury Board and the Minister of Public Services and Procurement, as well as other service delivery ministers to identify and execute priority projects.
  • With more Canadians accessing services from the Canada Revenue Agency (CRA), support the Minister of National Revenue to continue to take steps to improve their satisfaction with the quality, timeliness and accuracy of its services.

Minister of Diversity and Inclusion and Youth (Bardish Chagger)

  • Support the Minister of Employment, Workforce Development and Disability Inclusion to support the economic recovery of all Canadians, especially those disproportionately impacted by COVID-19, including by:
    • Significantly scaling up youth and student employment and supports to provide more paid work experiences in 2021 for young Canadians; and
    • Enhancing and expanding programs to improve employment opportunities for racialized communities.
  • Continue to strengthen and support the important work of the Anti-Racism Secretariat to ensure a whole-of-government approach in addressing systemic racism.
  • Building on the Black Entrepreneurship Program, support the Minister of Small Business, Export Promotion and International Trade to continue to invest in the economic empowerment of Black business owners and entrepreneurs and to develop additional supports for underrepresented Canadians to become the next generation of Canadian entrepreneurs and business leaders.
  • Support the Minister of Canadian Heritage to take new steps to support the artistic and economic contributions of Black Canadian culture and heritage.
  • Support the Minister of Public Safety and Emergency Preparedness, the Minister of Justice and Attorney General of Canada and the Minister of Canadian Heritage to take action on combatting hate groups and online hate and harassment, ideologically motivated violent extremism and terrorist organizations.
  • As part of our commitment to addressing systemic racism, support the President of the Treasury Board in building a whole-of-government approach for the better collection, analysis and availability of disaggregated data.
  • Work with the President of the Treasury Board to support me and the Clerk of the Privy Council to develop and implement an action plan to increase the representation of women, Black and racialized Canadians, persons with disabilities, Indigenous Peoples and LGBTQ2 Canadians in hiring, appointments and leadership development within the Public Service.
  • Support the Minister of Innovation, Science and Industry to further progress on increasing gender equality, diversity and inclusion in Canadian companies.
  • Accelerate your work to complete an LGBTQ2 action plan that will guide the work of the federal government on the priorities of LGBTQ2 Canadians.
  • Support the Minister of Labour to launch a review of the Employment Equity Act, as we advance work on equity, diversity and inclusion for women, LGBTQ2 Canadians, Indigenous Peoples, Black and racialized Canadians, persons with disabilities and other underrepresented groups.

Minister of Economic Development and Official Languages (Mélanie Joly)

  • Support the Deputy Prime Minister and Minister of Finance to create over one million jobs, restoring employment to levels prior to the pandemic using a range of tools, including leveraging the unique expertise of the RDAs, direct investments in the social sector and infrastructure, immediate training to quickly up-skill workers and incentives for employers to hire and retain workers.
  • Recognizing the unique reality of French, table legislation in 2021 to modernize and reinforce the Official Languages Act and enhance supporting policies and programs to:
    • Enhance the vitality of minority language communities, protect their institutions and support and increase bilingualism across the country and within the Public Service; and
    • Take meaningful steps to recognize the minority context of the French language in North America and its need for additional protection.
  • Further to our Government’s historic decision to include questions regarding the enumeration of rights-holders in the short form of the 2021 census, with the support of the Minister of Innovation, Science and Industry, continue to work to better account for and better serve minority language communities through a thorough post-census survey.
  • In collaboration with provinces and territories, increase investments in educational and community infrastructure for institutions supporting official language minority communities, including post-secondary institutions, immersion education programs and minority language education programs.

Minister of Employment, Workforce Development and Disability Inclusion (Carla Qualtrough)

  • Support the Deputy Prime Minister and Minister of Finance to create over one million jobs, restoring employment to levels prior to the pandemic using a range of tools, including direct investments in the social sector and infrastructure, immediate training to quickly up-skill workers and incentives for employers to hire and retain workers.
  • Working with the provinces and territories, make the largest investment in Canadian history in training for workers, including by:
    • Supporting Canadians as they improve their foundational and transferable skills and build new skills in growing sectors;
    • Helping workers access training and accreditation; and
    • Working with the provinces and territories to strengthen workers’ futures by connecting them to employers and good jobs, in order to grow and strengthen the middle class.
  • With the support of the Minister of Diversity and Inclusion and Youth, support the economic recovery of all Canadians, especially those disproportionately impacted by COVID-19, including by:
    • Significantly scaling up youth and student employment and supports to provide more paid work experiences in 2021 for young Canadians; and
    • Enhancing and expanding programs to improve employment opportunities for racialized communities.

Minister of Families, Children and Social Development (Ahmed Hussen)

  • With the support of the Minister for Women and Gender Equality and Rural Economic Development, make a significant, long-term and sustained investment to create a Canada-wide early learning and child care system. You will build on previous investments, learn from the model that already exists in Quebec and work with provinces and territories to ensure that high-quality care is affordable and accessible to all.
  • With the support of the Minister for Women and Gender Equality and Rural Economic Development, continue to work with provinces and territories to invest in the creation of additional before- and after-school spaces for kids under 10.
  • In collaboration with partners and working directly with First Nations, Inuit and Métis Nation partners, support the Minister of Agriculture and Agri-Food to address food insecurity in Canada, including through co-developed programs.
  • Continue to work across government to ensure that charities and non-profits have the tools that they need to modernize as they emerge from the pandemic to support the Government’s overall agenda in a manner that responds to the needs of Canadians in every region.
  • To support the rights of women and children to build lives free of violence, accelerate investments in shelters and transition housing through the National Housing Strategy. You will be supported by the Minister for Women and Gender Equality and Rural Economic Development.
  • Building on our historic investments through the National Housing Strategy, work to eliminate chronic homelessness in Canada.
  • You will add to the National Housing Strategy announced in 2017 by increasing investments to rapid housing in the short term and by developing new programs and partnering with not-for-profits and co-ops in the mid- to long-term.
  • With the support of the Minister of Indigenous Services, the Minister of Northern Affairs and the Minister of Crown-Indigenous Relations, work to increase access to affordable housing for Indigenous Peoples and northern communities.

Minister of Immigration, Refugees and Citizenship (Marco E. L. Mendicino)

  • Continue working with provinces and territories to support high-quality settlement services and facilitate the successful settlement and integration of new Canadians. This includes continuing to support French-language training, while respecting provincial jurisdiction and complementing existing measures, supported by the Minister of Economic Development and Official Languages.

Minister of Indigenous Services (Marc Miller)

  • Work with the Minister of Infrastructure and Communities, the Minister of Families, Children and Social Development, the Minister of Northern Affairs and the Minister of Crown-Indigenous Relations to continue to close the infrastructure gap in Indigenous communities, particularly with respect to affordable housing, working on a distinctions-basis with First Nations, Inuit and the Métis Nation to accelerate the Government’s 10-year commitment.
  • Work with the Minister of Crown-Indigenous Relations to support additional capacity-building for First Nations, Inuit and the Métis Nation.
  • Support the Minister of Public Safety and Emergency Preparedness and the Minister of Justice and Attorney General of Canada to introduce legislation and make investments that take action to address systemic inequities in the criminal justice system.
  • Support the Minister of Justice and Attorney General of Canada to develop an Indigenous Justice Strategy to address systemic discrimination and the overrepresentation of Indigenous people in the justice system.

Minister of Infrastructure and Communities (Catherine McKenna)

  • Support the Deputy Prime Minister and Minister of Finance to create over one million jobs, restoring employment to levels prior to the pandemic using a range of tools, including direct investments in the social sector and infrastructure, immediate training to quickly up-skill workers and incentives for employers to hire and retain workers.
  • As part of Canada’s climate plan, conduct Canada’s first-ever national infrastructure assessment to help identify needs and priorities in the built environment, and undertake long-term planning toward a net-zero emissions future.
  • As the Minister responsible for the Canada Infrastructure Bank, support the Minister for Women and Gender Equality and Rural Economic Development to accelerate the connectivity timelines and ambitions of the Universal Broadband Fund to ensure that all Canadians, no matter where they live, have access to high-speed internet.
  • As the Minister responsible for the Canada Infrastructure Bank, work with the Minister of Natural Resources, the Minister of Innovation, Science and Industry, the Minister of Economic Development and Official Languages and the Minister of Northern Affairs to transform how we power our economy and communities, including by moving forward with investments in large-scale building retrofits and clean power. This will include advancing projects like the Atlantic Loop initiative that will connect surplus clean power to regions transitioning away from coal, and supporting investments in renewable energy, energy efficiency, energy storage and next-generation clean energy and technology solutions, including in Indigenous communities.
  • Work with the Minister of Indigenous Services, the Minister of Families, Children and Social Development, the Minister of Northern Affairs and the Minister of Crown-Indigenous Relations to continue to close the infrastructure gap in Indigenous communities, particularly with respect to affordable housing, working on a distinctions basis with First Nations, Inuit and the Métis Nation to accelerate the Government’s 10-year commitment.

Minister of Innovation, Science and Industry (François-Philippe Champagne)

  • With the Minister of Health and the Minister of Digital Government, support the work of the COVID-19 Exposure Notification App Advisory Council, including by ensuring accountability and building public trust in the initiative.
  • Work with the Minister of Public Safety and Emergency Preparedness, and in close collaboration with Canadian industry and post-secondary institutions, to safeguard Canada’s world-leading research ecosystem, as well as our intellectual property (IP) intensive businesses.
  • Continue to evaluate sector-specific pressures due to the COVID-19 pandemic and, where appropriate, work with the Deputy Prime Minister and Minister of Finance to tailor support for those sectors hit hardest, such as travel and tourism, hospitality and cultural industries like the performing arts. You will be supported in this work by the Minister of Transport, the Minister of Economic Development and Official Languages and the Minister of Canadian Heritage. The ongoing work of the Economic Strategy Tables will also inform this work.
  • Recognizing that all Canadians need the tools to fully participate in and benefit from the digital economy, support the Minister for Women and Gender Equality and Rural Economic Development on the continued implementation of the Universal Broadband Fund to ensure that all Canadians, no matter where they live, have access to high-speed internet. Your work should include considerations around the effective use and deployment of innovative technologies, such as low-earth-orbit (LEO) satellites, to connect all Canadians.
  • Support the Minister of Canadian Heritage to ensure that the revenues of web giants are shared more fairly with our creators and media, and require them to contribute to the creation, production and distribution of our stories on screen, in lyrics, in music and in writing.
  • As the Minister responsible for Statistics Canada:
    • Support the President of the Treasury Board to build a whole-of-government approach for the better collection, analysis and availability of disaggregated data; and
    • Support the Minister of Economic Development and Official Languages to better account for and better serve minority language communities through a thorough post-census survey.
  • Support the Minister of Public Safety and Emergency Preparedness, the Minister of Justice and Attorney General of Canada and the Minister of Canadian Heritage to take action on combatting hate groups and online hate and harassment, ideologically motivated violent extremism and terrorist organizations.
  • With the support of the Minister for Women and Gender Equality and Rural Economic Development and the Minister of Diversity and Inclusion and Youth, continue to further progress on increasing gender equality, diversity and inclusion in Canadian companies, including through the promotion and adoption of the 50 – 30 Challenge.

Minister of Justice and Attorney General of Canada (David Lametti)

  • In recognition of disproportionate impacts on groups including Indigenous Peoples and Black Canadians, introduce legislation and make investments that take action to address systemic inequities in the criminal justice system, including to promote enhanced use of pre- and post-charge diversion and to better enable courts to impose sentences appropriate to the circumstances of individual cases. You will be supported in this work by the Minister of Crown-Indigenous Relations, the Minister of Indigenous Services, the Minister of Diversity and Inclusion and Youth, the Minister for Women and Gender Equality and Rural Economic Development, the Minister of Northern Affairs and the Minister of Public Safety and Emergency Preparedness.
  • With the support of the Minister of Crown-Indigenous Relations, ensure passage of the co-developed legislation to implement the United Nations Declaration on the Rights of Indigenous Peoples.
  • Work with the Minister of Seniors to establish new offences and penalties in the Criminal Code related to elder abuse and neglect.
  • Continue work to further ensure the Bench is reflective of Canada’s diversity, and improve methods of tracking progress.
  • Work with the Minister of Canadian Heritage and the Minister of Public Safety and Emergency Preparedness to take action on combatting hate groups and online hate and harassment, ideologically motivated violent extremism and terrorist organizations. You will be supported in this work by the Minister of Diversity and Inclusion and Youth, the Minister for Women and Gender Equality and Rural Economic Development and the Minister of Innovation, Science and Industry.

Minister of Labour (Filomena Tassi)

  • With the support of the President of the Treasury Board and the Minister of Diversity and Inclusion and Youth, launch a review of the Employment Equity Act, as we advance work on equity, diversity and inclusion for women, LGBTQ2 Canadians, Indigenous Peoples, Black and racialized Canadians, persons with disabilities and other underrepresented groups.
  • Continue to work to ensure the effective implementation of the Work Place Harassment and Violence Prevention Regulations under the Canada Labour Code to advance our goal of achieving harassment- and violence-free federally-regulated workplaces.
  • Complete the implementation of the Pay Equity Act in order to continue with the social and political gains women and allies have fought so hard to secure.

Minister of National Defence (Harjit Sajjan)

  • Continue to support the integrated government response led by the President of the Queen’s Privy Council for Canada and Minister of Intergovernmental Affairs to protect Canada’s democratic institutions, including the federal electoral process, against foreign interference and disinformation, including cyber threats.

Minister of National Revenue (Diane Lebouthillier)

  • With more Canadians accessing services from the Canada Revenue Agency (CRA), with the support of the Minister of Digital Government, continue to take steps to improve their satisfaction with the quality, timeliness and accuracy of its services.
  • Improve the collection and analysis of disaggregated data related to supports and services offered by the CRA.

Minister of Public Safety and Emergency Preparedness (Bill Blair)

  • In recognition of disproportionate impacts on groups, including Indigenous Peoples and Black Canadians, introduce legislation and make investments that take action to address systemic inequities in the criminal justice system, including to better prepare people in federal custody for successful reintegration and to reduce barriers to record suspension. You will be supported in this work by the Minister of Crown-Indigenous Relations, the Minister of Indigenous Services, the Minister of Diversity and Inclusion and Youth, the Minister for Women and Gender Equality and Rural Economic Development, the Minister of Northern Affairs and the Minister of Justice and Attorney General of Canada.
  • Work with the Minister of Canadian Heritage and the Minister of Justice and Attorney General of Canada to take action on combatting hate groups and online hate and harassment, ideologically motivated violent extremism, and terrorist organizations, including to ensure the RCMP and Canadian Security Intelligence Service are equipped to combat this growing threat. You will be supported in this work by the Minister of Diversity and Inclusion and Youth, the Minister for Women and Gender Equality and Rural Economic Development and the Minister of Innovation, Science and Industry.
  • To address the opioid epidemic tearing through communities, which is an ongoing and worsening public health crisis:
    • Continue efforts to reduce the smuggling of opioids and other synthetic drugs across Canadian borders; and
    • Continue to support the Minister of Health to ensure Canada’s response to the current opioid crisis is robust, well-coordinated and effective.
  • Continue to support the integrated government response led by the President of the Queen’s Privy Council for Canada and Minister of Intergovernmental Affairs to protect Canada’s democratic institutions, including the federal electoral process, against foreign interference and disinformation, including cyber threats.
  • Work with the Minister of Innovation, Science and Industry, and in close collaboration with Canadian industry and post-secondary institutions, to safeguard Canada’s world-leading research ecosystem, as well as our intellectual property (IP) intensive businesses.

Minister of Public Services and Procurement (Anita Anand)

  • In consultation with public sector unions, work with the President of the Treasury Board and the Minister of Digital Government to explore enhanced flexibility in working arrangements for federal public servants.
  • Support the Minister of Digital Government to implement generational investments to update and replace outdated IT systems and modernize the way government delivers benefits and services to Canadians.

Minister of Small Business, Export Promotion and International Trade (Mary Ng)

  • Continue to support small businesses as they adopt digital technologies and tools to help them adapt for the future and thrive in Canadian and international digital marketplaces.
  • With the support of the Minister for Women and Gender Equality and Rural Economic Development, accelerate the Women Entrepreneurship Strategy and work across the government in order to increase women-owned businesses’ access to the financing and expertise they need and address the disproportionate impact of the COVID-19 economic crisis on women business owners, with particular attention to supporting Black, Indigenous and racialized women. You should draw on the work of the Canada-United States Council for Advancement of Women Entrepreneurs and Business Leaders.
  • Building on the Black Entrepreneurship Program, and with the support of the Minister of Diversity and Inclusion and Youth, continue to invest in the economic empowerment of Black business owners and entrepreneurs, and develop additional supports for underrepresented Canadians to become the next generation of Canadian entrepreneurs and business leaders.

President of the Queen’s Privy Council for Canada and Minister of Intergovernmental Affairs (Dominic LeBlanc)

  • As the Minister responsible for the Canada Elections Act, work with all Parliamentarians to ensure passage of the proposed amendments required to strengthen the capacity of Elections Canada to administer an election during the pandemic and to enable Canadians to vote safely.
  • With the support of the Minister of Public Safety and Emergency Preparedness and the Minister of National Defence, continue to lead an integrated government response to protect Canada’s democratic institutions, including the federal electoral process, against foreign interference and disinformation, including cyber threats. This includes working with existing and new domestic and international stakeholders, as well as other orders of government to strengthen Canada’s whole-of-society preparedness, resilience and civic engagement in the face of evolving threats to democracy.
  • Continue to lead work towards eliminating barriers between provinces and territories to allow for full, free internal trade, so that Canadians can return to work, get the economy back up and running and build a stronger, more integrated Canadian economy.
  • Support the President of the Treasury Board to explore possible amendments to the Public Service Employment Act to make the Public Service more inclusive.

  • In consultation with public sector unions, work with the Minister of Public Services and Procurement and the Minister of Digital Government to explore enhanced flexibility in working arrangements for federal public servants.
  • Support me and the Clerk of the Privy Council to develop and implement an action plan to increase the representation of women, Black and racialized Canadians, persons with disabilities, Indigenous Peoples and LGBTQ2 Canadians in hiring, appointments and leadership development within the Public Service. You will work with the Minister of Diversity and Inclusion and Youth and the Minister for Women and Gender Equality and Rural Economic Development.
  • With the support of the President of the Queen’s Privy Council for Canada and Minister of Intergovernmental Affairs, who is the Minister responsible for the Public Service Commission, explore possible amendments to the Public Service Employment Act to make the Public Service more inclusive.
  • Improve the collection, use and publication of disaggregated data as a basis of measuring and tracking progress on increasing diversity in the Public Service.
  • As part of our commitment to addressing systemic racism, build a whole-of-government approach for the better collection, analysis and availability of disaggregated data. You will be supported in this work by the Minister of Diversity and Inclusion and Youth and the Minister of Innovation, Science and Industry.
  • Support the Minister of Labour to launch a review of the Employment Equity Act, as we advance work on equity, diversity and inclusion for women, LGBTQ2 Canadians, Indigenous Peoples, Black and racialized Canadians, persons with disabilities and other underrepresented groups.
  • Work in close collaboration with colleagues across Government and the Clerk of the Privy Council to establish a Centre for Diversity to provide leadership and support to departments and agencies in the federal public service in achieving a representative and inclusive Public Service.
  • Support the Minister of Digital Government to implement generational investments to update and replace outdated IT systems and modernize the way government delivers benefits and services to Canadians.
